When using the GUI, it simply reduces the infection by -1 per second for 30 seconds, leading to a total reduction of 30, (however since the infection advances at a rate of 0.3 per second naturally, this total is -21). However, when drinking by holding right click, Husk Infection is reduced ''while'' the bottle is being drunk, instead of when the bottle is finished. This rate is -3 per second, and so the theoretical total is also -30, but the true total is -27, because of the natural progression of the infection. Note that drinking Rum with right click ''does not'' reduce Husk Infection at strengths below 50, but applying it via the Health GUI does.
